Compliance Resources
Disclosure: Certean is the company behind this blog. We are included in this comparison alongside tools we believe serve different needs. We've done our best to describe each tool accurately. Use this as a starting point, not a final verdict.
If you're a manufacturer trying to find the right compliance software, you've probably run into a problem: most "compliance software" comparisons are actually about IT governance, SOC 2, and data privacy -- not about whether your products meet EU REACH, RoHS, or the Digital Product Passport.
Those are different problems. This guide is about the second one.
Product compliance management for manufacturers means tracking whether your physical products meet the regulatory requirements of every market you sell in. That includes substance restrictions, safety certifications, labelling mandates, documentation obligations, and market-specific standards that change constantly. It is not the same problem that OneTrust, Drata, or Vanta solve.
We reviewed five platforms across seven criteria relevant to manufacturers. Here's what we found.
How we evaluated
Seven criteria, weighted for manufacturing compliance reality:
- Regulatory coverage breadth -- Number of regulations monitored, markets covered, update frequency
- Product-level tracking -- Can you track compliance status per product, not just per framework?
- AI automation -- Does the platform automate monitoring, applicability assessment, and documentation -- or just alert you?
- Multi-market support -- Can it handle EU and US requirements simultaneously, with market-specific evidence?
- Substance and material tracking -- REACH, RoHS, PFAS -- does it track at the substance/component level?
- PLM/ERP integration -- Can it connect to your existing product data systems?
- Time-to-compliance -- How fast can a new team get operational, and how much manual effort does ongoing compliance require?
The tools
1. Certean
Best for: manufacturers managing multi-market product compliance across EU and US regulations
Certean is an AI-first product compliance platform built specifically for manufacturers. It monitors 27,000+ global regulations daily across 150+ countries and automates compliance workflows so product teams can achieve compliance in weeks rather than months.
Where Certean stands out is product-level tracking tied to AI-driven risk scoring. Instead of giving you a feed of regulatory updates to sift through manually, Certean maps regulatory changes to your specific products and markets, then scores compliance gaps by business impact and deadline urgency. The result is a prioritised action list, not a wall of regulatory noise.
Regulations covered: EU REACH, EU RoHS, CE marking, EU Digital Product Passport, EU Packaging Regulation, EU AI Act, PFAS restrictions (EU and US), California SB 253, FDA 21 CFR, and 27,000+ others.
Strongest for: electronics, industrial machinery, robotics, consumer goods, automotive components, apparel.
Consider if: you're a manufacturer selling across both EU and US markets, managing multiple product lines, and spending too much time on manual compliance tracking and documentation prep.
Limitations: Certean is a newer platform (founded 2025), so its customer reference base is still growing. If your primary concern is FDA 21 CFR Part 11 for life sciences manufacturing specifically, MasterControl's depth in that area may be more relevant.
2. MasterControl
Best for: FDA-regulated manufacturing -- pharma, medical devices, life sciences
MasterControl is a quality management system (QMS) with deep FDA compliance capabilities. It's the standard choice for manufacturers in heavily regulated life sciences categories where 21 CFR Part 11 compliance, validation protocols, and audit trails are non-negotiable.
Its strength is FDA-specific depth. Its limitation is that it's primarily a QMS, not a multi-market product regulatory compliance platform. If your challenge is tracking EU REACH, Digital Product Passport, or CE marking across a consumer electronics or industrial machinery portfolio, MasterControl is not the right starting point.
Strongest for: pharmaceutical manufacturers, medical device companies, life sciences.
Consider if: FDA 21 CFR Part 11, cGMP, and ISO 13485 are your primary compliance frameworks.
Limitations: Limited coverage of EU product regulations outside of medical device directives. Not designed for multi-market consumer product compliance.
3. Intelex
Best for: large industrial manufacturers with enterprise EHS and quality compliance needs
Intelex is an enterprise EHSQ platform -- environmental, health, safety, and quality compliance. It's strong for ISO 9001, ISO 14001, and ISO 45001 framework management and works well in large industrial settings where EHS compliance and quality management are the primary concern.
It is not a product regulatory compliance platform in the sense of tracking substance restrictions, CE marking, or Digital Product Passport obligations. If those are your gaps, Intelex won't close them.
Strongest for: large industrial manufacturers, process industries, enterprise EHS programmes.
Consider if: your primary need is managing EHS and quality management systems at scale with audit trails and ISO framework coverage.
Limitations: Not designed for product-level substance tracking (REACH, RoHS) or market-specific regulatory monitoring for product sales compliance.
4. Sphera
Best for: chemical-intensive industries requiring product stewardship and sustainability data
Sphera covers EHS and sustainability compliance with particular strength in chemical substance management, product stewardship, and environmental reporting. It's a natural fit for process industries where supply chain substance data, SDS management, and environmental compliance overlap.
For manufacturers whose compliance challenges centre on substance declarations, supply chain chemical data collection, and environmental reporting (not primarily product regulatory approvals and market access), Sphera is worth evaluating.
Strongest for: chemical manufacturers, process industries, companies with significant supply chain substance management needs.
Consider if: your compliance workload is dominated by chemical substance data, SDS management, and environmental stewardship obligations.
Limitations: Less focused on the product regulatory approval workflows (CE marking, Digital Product Passport, market-specific certifications) that define compliance for electronics and machinery manufacturers.
5. LogicGate
Why it's in this list (and why it probably isn't right for product manufacturers)
LogicGate appears in many "compliance software" comparisons, so it's worth addressing directly. LogicGate is a GRC platform -- governance, risk, and compliance -- designed for IT security frameworks: SOC 2, ISO 27001, NIST, GDPR.
It is not designed for product compliance. It does not track substance restrictions. It does not monitor EU REACH or Digital Product Passport mandates. It does not manage product-level regulatory evidence for market access.
If your compliance challenge is managing IT security controls and data privacy programmes, LogicGate is legitimate. If your challenge is getting manufactured products compliant for sale in the EU or US, it is the wrong tool and you will end up building expensive custom workflows to cover problems it was never designed for.
Consider if: your team needs a configurable GRC platform for IT security frameworks specifically.
Do not consider if: your compliance work is about physical products, substance restrictions, regulatory certifications, or market access.

How to choose
Choose Certean if you're a manufacturer selling across multiple markets (EU + US primarily), managing multiple product lines, and your biggest pain is keeping up with constantly changing product regulations, substance restrictions, and documentation requirements across markets. Especially relevant if EU Digital Product Passport, REACH, RoHS, or CE marking are active compliance obligations.
Choose MasterControl if you're in pharmaceutical, medical device, or life sciences manufacturing and FDA 21 CFR Part 11, cGMP, and ISO 13485 are your primary frameworks.
Choose Intelex if you're a large industrial manufacturer and your primary compliance need is enterprise EHS programme management under ISO 9001, 14001, or 45001.
Choose Sphera if your compliance workload is dominated by supply chain chemical substance management, product stewardship, and environmental reporting in process industries.
Choose none of the above and keep looking if your actual need is IT security GRC (SOC 2, ISO 27001, GDPR). None of the platforms on this list are designed for that problem.
Frequently asked questions
What's the difference between product compliance management and GRC software?
GRC software manages IT security frameworks and data privacy compliance -- tracking controls, audit evidence, and certifications like SOC 2 or ISO 27001. Product compliance management software tracks whether physical products meet the regulatory requirements of each target market -- substance restrictions, product safety standards, CE marking, and mandates like the EU Digital Product Passport. The two categories have different regulatory scopes, data models, and workflows. Conflating them leads to buying the wrong tool.
How does compliance management software reduce time-to-market for manufacturers?
The primary delay is manual. Compliance teams spend significant time manually tracking regulatory updates across jurisdictions, determining which updates apply to which products, preparing documentation for market submissions, and updating evidence when regulations change. Platforms that automate monitoring, applicability assessment, and documentation management compress each of these steps. The impact is measured in weeks per product launch, compounded across a full portfolio.
What documentation is required for product safety compliance in the EU?
For CE marking, the core requirement is a Technical File containing a description of the product, design and manufacturing drawings, risk assessments, a list of applicable standards, test reports, a Declaration of Conformity, and instructions for use. The EU Digital Product Passport adds data carrier requirements and structured data about materials, components, and end-of-life handling. Substance declarations under REACH require supply chain data collection down to the component level. The specific requirements depend on the product category and the applicable directives.
Can compliance management software integrate with PLM tools?
Yes, the leading platforms offer PLM and ERP integration. This matters because compliance status is most valuable when it's linked to the product data, component specifications, and bill of materials that live in your PLM system. Without that integration, compliance teams work with a separate data model and manual synchronisation.
How often are regulations updated across key markets?
In the EU alone, product regulations are updated continuously. REACH candidate list updates occur twice yearly. CE marking standards under the Low Voltage Directive and Machinery Regulation are revised on multi-year cycles but with ongoing corrigenda. The EU Digital Product Passport is rolling out across product categories through 2030. PFAS restriction proposals and final decisions are ongoing. For manufacturers selling globally, the regulatory update frequency makes manual monitoring a structural risk.
